DIFC vs ADGM: where should a family office sit in the UAE?

Below USD 50 million in family net assets, the decision is largely made for you: a DIFC single family office isn't available, and ADGM is, from USD 10 million. Above that line, both are strong choices, and the right one depends less on the rulebook and more on where the family lives, banks and does business. Here is how the two compare, and how I would decide.

Both centres offer foundations, holding companies and fund structures, and both give the family a common-law jurisdiction with its own courts, which is the main reason sophisticated families choose a financial centre over a regular free zone in the first place.

The threshold is the first filter

DIFC's single family office regime requires at least USD 50 million in family net assets, measured across the family's wealth, not just what sits inside the office. ADGM's requirement is USD 10 million. For a family between those two figures, ADGM is the realistic financial-centre route, or a holding structure in another free zone if a full family office isn't needed yet.

Tax: the same headline, the same conditions

The UAE has no personal income tax and a 9% federal corporate tax on taxable profit above AED 375,000. Entities in both DIFC and ADGM can benefit from a 0% rate on qualifying income as a Qualifying Free Zone Person, but only if they meet the conditions, and family offices have to be careful about which of their activities count. Family foundations can, in some cases, be treated as tax transparent. None of this differs meaningfully between the two centres. It is decided by how the structure is built and run, with a licensed tax adviser, not by which centre you pick.

How I would decide

One point families often miss: you don't have to live in the same emirate as your vehicle. Plenty of Dubai-resident families run their office from ADGM, and the reverse is just as workable.

What the structure is really for

A family office is a tool, not a status symbol. Before choosing a centre, settle three things: what the office will hold (operating businesses, property, liquid portfolios), who will control it in the next generation, and whether it will ever manage money for anyone outside the family, because the moment it does, it becomes regulated. The jurisdiction should fit those answers, not the other way around.

This is general information as of September 2026, not legal or tax advice. Thresholds, fees and tax rules change; each structure is confirmed with licensed corporate and tax advisers for the family's specific situation.

Common Questions
What is the minimum wealth to set up a single family office in Dubai?
In DIFC, USD 50 million in family net assets. In ADGM in Abu Dhabi, USD 10 million. Both are measured across the family's wealth, not as capital deposited in the office.
Does a single family office need a financial services licence?
Not while it serves a single family and doesn't carry on regulated activities for others. Managing money for a second family, or outside investors, changes that.
Can a family office help with residency?
The office can sponsor visas for the family and staff, and members who qualify can hold Golden Visas through investment or property. The residency plan should be built alongside the structure, not after it.
Can the family office own Dubai property?
Yes, holding real estate is one of the most common uses. Ownership through a company has registration and financing implications that should be decided before the first purchase, not after.
